Meanwhile Doflamingo casts Parasite on the entire city, turning citizens and marines against each other.
Pica merges with the ground, moving the palace away and raising the entire flower garden area, including the factory, up in the air. The city ground gets sucked into the pillar raising the garden up.
Doflamingo declares (on TV and such) to the entire country.
He could have chosen to rule with fear... Many of you hate me right now, I bet.
